The Grove Community Improvement District Board of Directors has approved a proposed budget of approximately $185,000 for the fiscal year beginning July 1, 2009. This will be the first full year the Grove CID, approved by property owners and voters last year, collects revenues.

The 2009-2010 budget predicts receipts of $185,000, including:

• $98,000 in sales tax revenues
• $85,000 in real estate special assessments
• $2,000 in voluntary payments from tax-exempt organizations

The budget estimates total expenditures of $184,900, including:

• $92,450 for security and parking
• $36,980 for cleaning and maintenance
• $18,490 for public improvements
• $18,490 for marketing and special events
• $18,490 for administrative support

The proposed budget will be sent to the St. Louis Board of Aldermen for review and comment before being formally adopted at the CID annual meeting in May.

In other business:
  • Directors voted to establish two new committees, one for safety and security and one for public services. The safety and security committee will make recommendations on private patrols, lighting, cameras and other security-related expenses. The public services committee will be charged with maintenance, cleaning, beautification and parking.
  • Directors heard a report from the Marketing Committee laying out objectives for marketing the district, including branding, brochures, signage, advertising, website and event planning.
  • CID directors voted to approve the classification of 13 properties to the wholesale category, which qualifies the properties for reduced 2009 real estate special assessment rates. Directors also approved a request for proposals for legal services.

Next meeting: Noon Monday, April 20, 2009
