Forest Park Southeast Development Corporation coordinates residential parking districts in the 4500 block of Chouteau, the 1100-1200 blocks of Kentucky and the 1100 block of Talmage. A parking pass is required to park in these blocks every day from 5 p.m. to 5 a.m.

To obtain a parking pass, residents will need the following:
- Copy of Motor Vehicle registration
- Two proofs of residency in the form of a utility bill, bank statement or signed lease.
- Completed application
Residents may complete an application at the Forest Park Southeast Development Corp. office at the corner of Taylor and Arco. The parking passes are free of charge. Guest passes will be issued incrementally. Residents will receive five passes at a time. If needed, residents may obtain additional permits. The number of guest passes a residents uses will be recorded to discern any unauthorized use.
